AVAILABILITY

DETERMINATION OF CONSUMER SPECIFIC FACILITY CHARGE
The consumer specific facility charge is based upon the monthly amortized cost of the outstanding balance (of original investment), plus an ongoing charge for operations and maintenance, taxes, and administration. It is applied to all facilities that are sole-use facilities for the industrial-type customer.
DETERMINATION OF MAXIMUM DEMAND
The Maximum Demand shall be the maximum average kilowatt demand used by the consumer for any period of fifteen (15) consecutive minutes (or more) during the month for which the bill is rendered as indicated or recorded by a maximum demand meter installed by KREMC.
POWER FACTOR
If at anytime the average power factor is measured at less than 90% (lagging), metered billing demand (kW) will be multiplied by the ratio of 90%, the resultant then divided by the power factor as a percent to derive billing demand.
LATE PAYMENT CHARGE
Bills for service rendered under this Schedule are net and shall be due and payable monthly. If not paid within seventeen (17) days of the due date, the gross bill, which shall include a late payment charge of 3.125% of net billing, shall be the amount to be paid. When the seventeenth day falls on Saturday, Sunday or a legal holiday, the next business day shall be the final day for net payment.

4. Contract term shall not be less than three years.

AVAILABILITY
This rider is available to consumers taking service concurrently under Schedule RF, Residential and Farm Service and Schedule C, Commercial Service. This rate is for the purchase of energy from renewable energy sources (predominantly landfill methane gas generation) and the support of qualified environmental organizations. Consumers requesting service under this optional rider must remain on the rider for a minimum of twelve months. Kosciusko Rural Electric Membership Corporation (KREMC) reserves the right to limit the number of participants under this rider when its total renewable sources have been sold or reserved.
RENEWABLE RESOURCES
Energy sold pursuant to this rider is generated using renewable resources. These resources are expected to be continuously available except for reasonable periods allowing for normal maintenance of the generation equipment. If the cooperative becomes aware that the renewable sources available to it will be, for any reason, insufficient to furnish at least 50% of the total consumer purchases hereunder for more than three months, the cooperative shall suspend application of this rider. When the renewable resources again become available, the cooperative will resume application. The renewable resources purchased by KREMC under this tariff are capped at a maximum of 750 kWh per month per consumer.
CONTRIBUTIONS TO QUALIFIED ENVIRONMENTAL PROGRAMS
KREMC will donate the net revenues generated by application of this rider to qualified organizations. These organizations must engage in one or more of the following:

Research and development of new renewable resources

Environmental education,
-
Other activities or programs of which the purpose is consistent with protecting the environment.
These organizations may be local or national, but must be not-for-profit. Preference shall be given to qualified organizations who are either located within the cooperative’s service territory or whose activities directly benefit KREMC members.
KREMC may retain up to 25% of the revenues generated by application of this rider to recover the cost of developing, implementing, administering and promoting the renewable energy program.
RATE
In addition to the total charges determined under the concurrent rate Schedule RF, applicable to the consumer, the following charges shall also apply.

AVAILABILITY
Available for Net Billing Service to members receiving or qualifying for service under Schedule RF or Schedule C with qualifying renewable energy source generation facilities designed to operate in parallel with the Kosciusko Rural Electric Membership Corporation (KREMC) system.
The total rated generating capacity of all net billing members served under this rate schedule shall be limited to five tenths of one percent (0.5%) of KREMC’s previous year’s peak demand in kW. Service under this rate schedule shall be available to members on a first come, first served basis.

Alternating current, single-phase/multi-phase, 60 hertz, at 120/240 volts, or such other voltage as might be mutually agreed upon.
METERING
Net energy metering shall be accomplished using a standard kilowatt-hour meter or meters capable of measuring and recording the total flow of electricity delivered to the member and total flow of electricity received from the member.
RATE
Energy Delivered to Member:
KREMC shall bill the member for kWh energy delivered at the Monthly Rate applicable to member for standard electric service including all service, energy and power cost adjustment charges (Appendix A).
Energy Received from Member:
KREMC shall credit the member’s bill for kWh energy received at the Power Supply Rate (below) plus the same power cost adjustment charge (Appendix A) applicable to energy delivered during the month.
Power Supply Rate
$0.074 per kWh – All kWh received from the Member
If the member’s total bill, net of the power supply credit, is negative during the billing period, the negative amount shall accumulate as an excess generation credit to offset bills in subsequent billing periods. Such excess generation credits, if any, will carry over from month to month, limited to a twelve billing month cycle. At the end of each twelve billing month cycle, if the net billing for said month is negative, KREMC will issue a refund to the member. If the member’s net billing is positive at the end of a monthly billing cycle net of all remaining generation credits, a normal bill will be issued.
TERMS AND CONDITIONS OF SERVICE
1) For purposes of this rate schedule, a qualifying distributed generation facility is an electrical generating facility that complies with all of the following requirements:
a) is fueled by solar, wind, geothermal, biomass, including waste-to-energy and landfill gas, or hydroelectric;
b) has a total rated capacity of 10 kW or less;
c) is located on the member’s premises;
d) is intended primarily to offset all or part of the member’s own electrical load requirements; and
e) is designed and installed to operate in parallel with KREMC’s system without adversely affecting the operation of equipment and service of KREMC and its members and without presenting safety hazards to KREMC and member personnel.
2) A member seeking to interconnect an eligible distributed generation facility to KREMC’s system must submit to KREMC’s designated personnel a completed Interconnection Application. KREMC will provide copies of all applicable forms upon request.
3) Member’s generation equipment and installation(s) must comply with all applicable terms and conditions specified in the Interconnection Requirements document.
4) An Interconnection Agreement between KREMC and the eligible net billing member must be executed before the net billing facility may be interconnected with KREMC’s system.
5) A member seeking service under this schedule shall reimburse KREMC for the installed cost of all metering and other equipment necessary to administer this rate schedule. KREMC shall retain ownership of, maintain and operate all such equipment.
6) This rate schedule is subject to KREMC’s Terms and Conditions of Service and all Standard Rules, Regulations and By-laws and all provisions of the standard service tariff under which the member takes service.
7) KREMC’s net billing program shall be open for member enrollments for a period of at least five years from the original effective date of this rate schedule. Members enrolled in this program shall be eligible to continue their participation in the program for a period of at least ten years.
8) The terms of payment shall be in accordance with the provisions set forth in KREMC’s Service Policies and Bylaws.

AVAILABILITY
Available to any member located on Kosciusko Rural Electric Membership Corporation’s (KREMC) lines requiring installed transformer capacity of 50 kVA or less for electric service to be used in the operation of a public building, a school, or a commercial enterprise, and/or business not considered to be a part of general farming, and/or for power service to that part of a member’s general farming operations not otherwise provided under Schedule RF.
Members maintaining their domestic establishments or general farming operations on the same premises as their business may include service to both on the same meter, in which case all service will be billed under this schedule, using the rate set out below. If the member prefers, he may make provision for two meters in which case his usage for domestic purposes and general farming operations will be billed under the appropriate schedule and his usage for all other purposes will be billed under this schedule.
General Farming as used herein means the business of raising crops, livestock, poultry, bees or dairying in the usual sense and does not contemplate the processing or packaging of the same into a finished product for retail distribution.

AVAILABILITY
Available to members of Kosciusko Rural Electric Membership Corporation (KREMC) that:

Qualify for service under Schedule LP, and

Are capable of having their entire load interrupted by a radio controlled load management switch or other device operated by KREMC or its designee.
Weather and other factors determine the actual frequency and duration of load management control. KREMC cannot guarantee any limits to the frequency or duration of load control during any month. However, load control will typically occur on weekdays between 2:00 P.M. and 8 P.M. and will typically be less than 6 hours duration. In a normal month, the customer can anticipate several days in which there is no load control.
KREMC will provide and install the load management device. The cost of any additional equipment or equipment modifications required to disconnect the customer’s load or monitor load control activities shall be the customer’s responsibility.

2. To monitor the performance of devices and equipment served under this Schedule, KREMC reserves the right to inspect said devices and equipment. The cooperative may install, maintain, operate and remove any metering, load management, and/or test equipment required to administer this Schedule. The cost of such equipment and its installation and operation shall be KREMC’s responsibility.
3. Any unauthorized tampering with or disabling of the load management control device, without prior approval of the cooperative, will result in the customer being billed under the terms of Schedule LP for a period of not less than 36 months.
4. It is the responsibility of the customer to determine the suitability of its equipment and its operations for load management control. KREMC shall not be responsible for any damages or losses caused by either the normal operation or the malfunction of the load management control device.
5. In general, motors having a rated capacity in excess of ten horsepower (10 H.P.) must be multi-phase.
6. In those cases where the member is not located adjacent to multi-phase lines of KREMC, service will be rendered only after the member will give satisfactory assurance by means of a written agreement as to the character, amount, and duration of the business offered.

STANDBY GENERATOR OPTION
Under this rate schedule, consumers of Kosciusko REMC have the option of providing their own source of power during the time the Load Management Control Switch is activated and they are not receiving power from KREMC facilities. The following conditions must be met in order to qualify for using their own standby generation:
1. Any energy generating facility used by a KREMC member pursuant to this rate shall meet all applicable safety and performance standards established by the National Electric Code and the Institute of Electrical and Electronic Engineers and Underwriters Laboratories.
2. The consumer must maintain, at his or her expense, all necessary inspections and approvals required by codes prior to connecting any facilities to KREMC’s electrical system. The member will supply the cooperative with certification that the facilities have received all necessary code approvals and that it meets or exceeds all applicable safety and performance standards.
3. Parallel operation of KREMC’s electric system must cease immediately and automatically during system outages or operation of the Load Management provision of this rate and other emergency or abnormal conditions as specified by applicable codes and standards. The consumer’s generator must cease parallel operation upon notification by the cooperative if such operation is deemed unsafe or interferes with the supply of service to others or interferes with system operation and maintenance. The cooperative accepts no responsibility for damage or injury to any person or property caused by the failure of the consumer to operate in compliance with KREMC’s or any other requirements.
4. Failure of the consumer to comply with any of these requirements shall result in disconnection from the cooperative’s electric system. The cooperative will be under no obligation to reconnect the consumer until the consumer’s generation facility either complies with the requirements or is permanently disconnected from any parallel operation with KREMC’s electric system.

The metered On-Peak Maximum Demand will be the maximum number of kilowatts (kW) measured during any clock hour interval that is defined as an On-Peak Hour.
On-Peak Hours, as defined herein, are Eastern Standard Time – 2:00 P.M. to 8:00 P.M. Monday through Friday, no holidays or weekends.
The utility has the right to review and modify On-Peak and Off-Peak hours as conditions warrant. However, there will be a maximum of (6) On-Peak hours per day and KREMC will not modify the number of peak hours more often than once in any 12-month period.
Standard Maximum Demand
The Maximum Demand shall be the maximum kilowatt (kW) load measured over any period of fifteen (15) consecutive minutes (or more) during the billing month.
POWER FACTOR
If at any time the average power factor is measured at less than 90% (lagging), metered billing demand (kW) will be multiplied by the ratio of 90%, the resultant then divided by the power factor as a percent to derive billing demand.

In general, motors having a rated capacity in excess of ten horsepower (10 H.P.) must be multi-phase.

In those cases where the member is not located adjacent to multi-phase lines of KREMC, service will be rendered only after the member will give satisfactory assurance by means of a written agreement as to the character, amount, and duration of the business offered.

Kosciusko REMC may require corrective measures or devices for any motor or apparatus, which, in the opinion of the cooperative, will cause voltage fluctuation to other members. Unless otherwise permitted, the maximum primary voltage fluctuation is three percent (3%).

AVAILABILITY
Service under this schedule is available to members of the Kosciusko Rural Electric Membership Corporation (KREMC) that have a connected load requiring installed transformer capacity in excess of 75 kVA, have generation equipment with a total nameplate capacity greater than 10 kW, and have executed an Agreement for Interconnection of Distributed Generation contract with KREMC.
TYPE OF SERVICE
Alternating current, 60 hertz, at 120/240 volts, or such other voltage as might be mutually agreed upon, with metering.
Distribution Delivery and Standby Service
As used herein, Distribution Delivery and Standby Service includes the provision by KREMC of any distribution capacity required to:
1. Deliver power to the member when its power requirements exceed its generation output or when its generation capability is unavailable due to scheduled or unscheduled outage.
2. Deliver power generated by the member in excess of its power requirements to the distribution or transmission system for purchase by third parties.
Power Supply Service
Power Supply service includes the delivery of any electrical capacity and energy to the member regardless of whether the capacity and energy is maintenance, supplemental or standby in nature.

DETERMINATION OF BILLING ENERGY
The member’s generation output shall be netted against its consumption by time-of-use period on a monthly basis. The Billing Energy shall be the total net kilowatt-hours (kWh) delivered to or received from the member by time-of-use period during the billing month.

The Coincident Peak (CP) Kilowatt (kW) Demand shall be the Member’s kW demand, net of generation output, during the same 60-minute clock hour interval as when the G&T establishes its highest system billing demand during the billing month. The CP Demand shall only occur during On Peak hours as defined herein.
DETERMINATION OF TIME OF USE PERIODS
The hours for each “time of use” period shall be defined as follows:
1. On Peak – From 2:00 PM to 8:00 PM (Eastern) each weekday,
2. Off Peak – All weekend hours, holiday hours and weekday hours outside the On Peak period defined above. Designated holidays include: New Year's Day, Good Friday, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day.
KREMC may revise the rate periods at its sole discretion.

LATE PAYMENT CHARGE
Bills for service rendered under this Schedule are net and shall be due and payable monthly. If not paid within seventeen (17) days of the due date, the gross bill, which shall include a late payment charge of 3.125% of net billing, shall be the amount to be paid. If the seventeenth day falls on Saturday, Sunday or a legal holiday, the next business day shall be the final day for net payment.

Unless otherwise specified in the Agreement for Interconnection of DG contract, the following terms and conditions of service shall apply.

The sum of all hours where the member’s generated energy output is greater than its consumption shall be considered delivered to the G&T and subject to the terms of the wholesale agreement. The sum of all hours where the member’s energy consumption exceeds its generation output shall be considered kilowatt-hours (kWh) energy delivered to the member. The Billing Energy shall be the total kilowatt-hours (kWh) delivered to the member by time-of-use period during the billing month.

AVAILABILITY
Available to any member of the Kosciusko Rural Electric Membership Corporation (KREMC) where 120 volt service exists for the use of street or security lighting.
CHARACTER OF SERVICE
Dusk-to-dawn lighting service, using photo-electric controlled equipment, mast arm, street light type luminaire. Installation, maintenance of the complete assembly and the cost of its electrical operation are included in this service. Any additional investment required by the extension of secondary lines or hanging of a transformer, for the sole purpose of this service, will require a contribution by the member.
Ornamental street lighting is not offered at this time.

Members having a seasonal status shall pay the Annual Charge in advance for the street or security light at the beginning of the season.
BILLING
The street or security light charge shall be plainly displayed on the member’s bill by adding to his net bill the amount of the security light charge and shall be paid for at the same time and on the same terms as the member’s regular bill.
TERMINATION OF SERVICE
The consumer may request termination of service and the cooperative will remove its property upon such notice with reasonable diligence. KREMC may remove its fixture and cancel security lighting service whenever such action is necessary to protect the cooperative from fraud or abuse.

AVAILABILITY
This rate is available to members of Kosciusko Rural Electric Membership Corporation (KREMC) that are private or governmental entities to provide unmetered service for the pumping and removal of residential and small commercial sewage water. No single pump may exceed 2.0 horsepower energy rating or have a maximum energy consumption exceeding 225 kilowatt hours per year.
CHARACTER OF SERVICE
Alternating current, sixty hertz, single phase, at 120/240 volts, or such other voltage as might be mutually agreed upon.
RATE
The rate for unmetered service under this schedule shall consist of a monthly service charge of $55.00 per month, plus the following charge for each pump connected to KREMC facilities.
Pumps of 1.1 HP or less $3.04 per month
Pumps greater than 1.1 HP and not to exceed 2 HP $4.69 per month
For example, one account with ten 2 HP pumps would incur a monthly charge of $96.90, plus tax. Installations requiring a new transformer will be charged an additional $1.60 per month. If additional wire is required a charge of $0.45 per foot will apply.
AUDITING AND TEST METERING
The Member must notify KREMC, in advance, of the time and date of the proposed installations so that the Cooperative may verify the number of pumps installed and make necessary connections to KREMC facilities. Member agrees to allow KREMC to audit the records of Member’s wastewater pumping system, up to two times per year to verify the number and size of the pumps located on KREMC’s lines.
At its sole discretion, KREMC may install metering devices on one or more pumps to verify demand and energy consumption levels of installed pumps. Member is not responsible for reporting meter readings. If any pumps do not meet the size limitations and energy consumption levels authorized for this rate are found to be operating on KREMC’s lines, it may require the Member to remove the pump at the Member’s expense.

APPLICATION
The Power Cost Adjustment (PCA), otherwise known as the “tracker,” is applicable to all of the Kosciusko Rural Electric Membership Corporation’s (KREMC) retail rate schedules and is applicable to all kWh sales thereunder. The PCA allows KREMC to increase or decrease its approved rates based on increases and decreases in its cost of wholesale power purchased for resale.
BILLING
Monthly bills computed under the appropriate retail rate schedule will increase or decrease by an amount equal to the kWh purchased by the customer during the month multiplied by the PCA factor in effect during the month.
DETERMINATION OF PCA
The PCA Factor is determined on a projected basis and is expressed in dollars per kWh rounded to the nearest one hundredth of a cent ($.0001). The following formula is utilized to determine the PCA factor:
Where:
(A) Projected Power Costs equals the total purchased power costs estimated for the projected period. The projected period is normally a calendar year, but can also represent other time periods if deemed necessary. KREMC will prepare the projected power cost in conjunction with its annual budget process but reserves the right to make adjustments at other intervals due do unexpected changes in projected units purchased or the applicable wholesale rate.
(B) True-Up Adjustment equals an amount necessary to correct (refund or recover) for the over/under recovery of KREMC’s actual purchased power costs during previous periods. KREMC will determine the actual PCA over or under recovery each month and will accumulate the total net over or under recoveries. KREMC will make adjustments that, based on its sole judgment, are appropriate to keep the total net over or under recoveries as nearly as practical equal to zero. However, when and if the total net over or under recovery exceeds a level deemed extraordinary by the board of directors, KREMC will immediately make a true-up adjustment commencing with the next billing month.
An over or under recovery is defined as the difference between the actual purchased power costs incurred by KREMC during a month and the amount recovered through the PCA during the same month. The amount recovered through the PCA equals the sum of PCA factor applied during the month and the PCA Base multiplied times the energy (kWh) sales for the month.
(C) Projected Energy Sales equals the energy sales (kWh) projected for the same period as the Projected Power Costs.
(D) PCA Base equals the average power cost per kWh sold included in retail rates
(E) = 1 minus the Utility Receipts Tax and similar revenue based charges in percent
